One-third of energy consumers in Poland have smart meters

Poland has already reached its first milestone in smart meter deployment—10 months ahead of schedule. Smart meters are the most mature technology among smart grid solutions, and they account for the majority of patents in the field of power grids.

According to data provided by the Distribution System Operator and calculations by the Polish Economic Institute (PIE), 6.8 million smart meters will be installed in Poland by 2024. This means approximately 36% of energy consumers already have access to them.

Smart meters enable billing based on actual energy consumption and allow users to benefit from dynamic tariffs linked to wholesale market prices. In 2024, Poland reached its first milestone in smart meter deployment—by December 31, 2025, at least 35% of consumers should have them installed. This target stems from EU Directive 2019/944 on common rules for the internal electricity market, which has been implemented in Poland through the Energy Law.

The next milestones include reaching 65% coverage by the end of 2027 and 80% by the end of 2028. According to regulations, by July 4, 2031, all energy consumers in Poland should have smart meters installed.

In August last year, the National Fund for Environmental Protection and Water Management (NFOŚiGW) granted Energa Operator over PLN 160 million in funding for the purchase and installation of 273,000 smart meters. This brought the total funding allocated by NFOŚiGW to PLN 541 million, supporting the installation of over 2.1 million smart meters in homes and commercial properties across Poland. Previously, funding was also awarded to Tauron Dystrybucja, Enea Operator, Stoen Operator, and PGE Dystrybucja.

The total budget of the 'Power Sector – Smart Energy Infrastructure' program amounts to PLN 1 billion, with funds sourced from the Modernization Fund, which is financed by revenues from CO₂ emission allowance sales.
